NHS Tayside Probes Unauthorised Access to Murdered Minnie’s Medical Files

Daily Dazzling Dawn can reveal that NHS Tayside is conducting an urgent internal investigation following allegations that clinical staff inappropriately accessed the medical records of nine-year-old Minnie Merriman, the young girl at the centre of a murder inquiry in Arbroath.

The health board confirmed it is examining the circumstances surrounding the suspected data protection breach, which reportedly occurred within a working clinical area at Ninewells Hospital in Dundee, where the schoolgirl was pronounced dead after being found with serious injuries.

A spokesperson for NHS Tayside told journalists: "NHS Tayside is currently investigating the circumstances of an alleged data breach which happened in a working clinical area where staff access patient information. As a matter of governance, any data protection breach would be recorded and investigated by NHS Tayside and, where appropriate, reported to the Information Commissioner's Office."

The health board declined to comment further on individual staffing matters, but sources suggest the investigation centres on whether personnel accessed Minnie's medical files without clinical justification or proper authorisation.

If substantiated, the breach could be escalated to the Information Commissioner's Office for further scrutiny.

Christopher Rice, 35, from Wakefield, West Yorkshire, appeared in private at Forfar Sheriff Court on Wednesday facing a single charge of murder. The accused, who police confirmed was known to Minnie, made no plea and was remanded in custody.

Rice is expected to appear before the court again within the next eight days as the Crown prepares its case. The Procurator Fiscal has received a report in connection with the death, with investigations ongoing.

Minnie's mother, Laurie Merriman, has paid an emotional public tribute to her daughter, describing her as her "first true love" and "twin". In a handwritten note placed at the scene alongside a Hello Kitty soft toy and strawberry cushion, she wrote: "To my Darling Minnie Moo. Where you are, we're still connected eternally. I love you, my girl. Mummy will carry your strength always."

In an online tribute, she added: "You have always and will continue being my strength, we are connected eternally... My first true love, my twin, I am connected to you in life and in death."

In a statement released through Police Scotland, Minnie's family said: "We are devastated with the loss of our beloved, absolutely incredible, beautiful and brave Minnie Moo. Our family asks that our privacy is respected at this extremely difficult time."

Minnie and her family, from West Yorkshire, had been camping on a grassy area at Elliot Industrial Estate in Arbroath, approximately ten minutes' walk from the beach. The patch of ground sits in front of the Halliburton manufacturing facility.

The Scottish Ambulance Service was called at 11.53pm on Sunday, with four ambulances dispatched to the scene. Paramedics took Minnie and three members of her family to Ninewells Hospital, where the nine-year-old was later pronounced dead.

Police were alerted at approximately 12.02am on Monday, less than ten minutes after the ambulance service received the call. Officers discovered Minnie with serious injuries.

It is understood that Rice was also taken to hospital separately, where he was subsequently arrested and held in custody following his discharge.

Detective Inspector Mike Ness of Police Scotland's Major Investigation Team told journalists: "Our thoughts remain with everyone affected by these events, especially Minnie's family. A police presence will remain in the area while our enquiries continue."

Detective Superintendent Nicky McGovern earlier confirmed officers were treating the death as suspicious, stating: "Around 12.02am on Monday, August 3 2026, officers were called to Elliot Industrial Estate in Arbroath after a nine-year-old girl was found with serious injuries."

Police have confirmed they are not seeking anyone else in connection with Minnie's death. Specialist officers are supporting the family, while West Yorkshire Police are assisting with the investigation.

The Arbroath community has been left stunned by the tragedy. Local residents have laid floral tributes at the scene near the police cordon and forensic tent.

Arbroath and Broughty Ferry MP Lara Bird expressed her devastation, paying tribute to emergency services and urging the public to avoid speculation while allowing Police Scotland to carry out their inquiries.

Resident Dawn Reid, who laid flowers at the scene, told journalists: "Our kids are just not safe anywhere, it's just heartbreaking. Devastated for her, there's no need for it."

The investigation into the death continues, with Rice scheduled to appear in court again within eight days. The data breach inquiry is expected to conclude in the coming weeks, with potential referral to the Information Commissioner's Office.
