UK Government Considers Stricter PIP Assessments for Mental Health Conditions

The UK government is considering significant changes to Personal Independence Payment (PIP), with future eligibility for some mental health-related conditions potentially under review as part of a major reform of the disability benefit system.

An interim review has concluded that PIP, which supports around four million people across Britain, is no longer meeting its intended purpose and requires substantial changes. The review comes amid a sharp rise in the overall cost of the benefit, driven largely by increasing numbers of claims linked to mental health conditions.

Currently, around 360,000 people receive PIP for anxiety and depressive disorders. Under the proposed reforms, new claims based on certain conditions could face stricter assessment criteria, while existing recipients may be reassessed as part of a wider review of the system.

The final recommendations are expected in November, with Work and Pensions Secretary Andy Burnham and Chancellor John Healey set to play key roles in determining the future direction of the benefit.

According to the interim report, claims related to anxiety and depression have experienced the most significant growth in recent years. The proportion of PIP claims linked to these conditions increased from 5.9% in 2020 to 8.1% in 2025, highlighting the growing demand for support among people experiencing mental health challenges.

The review noted that while most condition groups have seen increases in claims over time, anxiety and depression have shown the sharpest rise.

Despite concerns about rising costs, Burnham has indicated that he does not support blanket reductions in benefits. Instead, he has emphasized the importance of providing effective mental health support while helping people remain in employment.

Speaking to the BBC, Burnham said the focus should be on improving support systems and encouraging individuals to take advantage of opportunities available to them. He suggested that mental health assistance should be integrated into workplaces, enabling people to receive support while continuing to work.

The government's final decisions on PIP reform are expected later this year, with any changes likely to have significant implications for both current claimants and those seeking support in the future.
