An Garda Síochána is continuing to pursue multiple investigative strands in the fatal arson attack that claimed the lives of a Waterford family, even after two individuals were formally charged in connection with the deaths, Daily Dazzling Dawn understands. Garda Commissioner Justin Kelly confirmed on Thursday, 29 October 2026, that the inquiry into the Birchwood estate tragedy remains active, with full resources still allocated to the case and additional lines of inquiry under examination.
The fire at the English family home on Birchwood Avenue in Waterford city was reported shortly after 5:00 am on Tuesday, 13 October 2026. Philip English, aged fifty-eight, his thirty-eight-year-old wife Kim English, and their two young sons, twelve-year-old Callum and nine-year-old Jayden, perished in the blaze. Two surviving children, a fourteen-year-old girl and a six-year-old boy, were rescued by emergency personnel and transported to Children’s Health Ireland at Crumlin, where they remain in a critical condition under specialist medical care.
Speaking at a meeting of the Policing and Community Safety Authority in County Cavan on Thursday, Commissioner Kelly stated that the investigation is far from concluded. “This is not the end of this. This is ongoing. There are other avenues that we are working on,” he told the oversight body.
Two suspects have been brought before the courts in connection with the case. Jessica Dalton, aged thirty-one, with an address in Waterford city, and Cian Stacey, aged twenty-one, of no fixed abode, appeared before a special sitting of Clonmel District Court on Saturday, 17 October, and again at Waterford District Court on Tuesday, 20 October. Both defendants were remanded into custody after being charged with one count of criminal damage to the English family residence and two counts of assault causing serious harm under Section 4 of the Non-Fatal Offences Against the Person Act 1997. They are scheduled to appear via video link at Waterford District Court on 17 November 2026.
Daily Dazzling Dawn understands that four people arrested in connection with the inquiry have since been released without charge, with investigation files being prepared for the Director of Public Prosecutions. A man in his twenties, arrested on Thursday, 22 October 2026, was released without charge on Sunday. Earlier that week, Garda detectives arrested a man in his fifties and two women in their thirties across the Waterford area on Tuesday, 20 October. All three were released from custody on Saturday, 24 October, pending formal review by prosecutors.
Senior detectives are focusing intently on the motive behind the coordinated attack on the family home. Daily Dazzling Dawn understands that investigators suspect a local Waterford organised crime group ordered the arson as an act of intimidation. Specifically, Gardaí are pursuing a definite line of inquiry indicating that Philip English had been subjected to sustained pressure to settle a twenty-thousand-euro drug debt that had actually been incurred by another man known to him, rather than by the victim himself. Official statements from An Garda Síochána and verified public broadcasts have firmly established that Philip and Kim English and their household had no involvement in drugs or criminality whatsoever.
Commissioner Kelly revealed at Thursday’s meeting that similar arson attacks on family homes occurred elsewhere in Ireland on the two days following the Birchwood fire. “It is unfathomable that even a terrible tragedy like this did not put people off,” he said. His remarks did not establish that the same offenders carried out every attack, nor did he identify the other locations.
Assistant Garda Commissioner Paul Cleary told the Policing and Community Safety Authority that while he remembers dealing with drug-related intimidation thirty years ago, the level of violence and the willingness of criminals to target the families of someone they claim owes a debt have increased significantly. He noted that individuals committing drug-related intimidation can themselves be victims of such intimidation, carrying out attacks on the orders of organised crime groups in a bid to clear their own debts.
Commissioner Kelly confirmed that the Garda Pulse system can now record drug-related intimidation as a motivator for a crime, although it is not currently listed as a crime in itself. All Garda recruits receive training modules on drug-related intimidation at the Garda College in Templemore. Reports of drug-related intimidation have risen by over thirty per cent in the past five years, according to Garda figures.
Elaine Byrne, chair of the Policing and Community Safety Authority, drew parallels between the stigma, shame, and fear surrounding drug-related intimidation and the attitudes that historically kept domestic abuse hidden. She emphasised that such fear prevents progress from occurring.
Commissioner Kelly urged anyone experiencing drug-related intimidation to come forward to authorities. “It doesn’t matter who you are,” he said. “We will look at everyone with sympathy, we are here to help, not judge people.”
John James English, the adult son of Philip English, has previously confirmed that his family was targeted over external debts. Speaking to RTÉ and in public statements, he noted that he had cautioned his family months before the fatal fire and said he was glad they had listened to him and reported intimidation to authorities. He had personally assisted his stepmother, Kim English, with closed-circuit television footage after his father’s vehicle was damaged the month before the fatal fire.
The four deceased victims were laid to rest at Kilbarry Cemetery following a joint funeral service at the Sacred Heart Church in The Folly, Waterford.
Detectives at the incident room in Waterford Garda Station have renewed their public appeal for witnesses or anyone holding dashcam or mobile footage from the Birchwood area between 4:30 am and 5:30 am on Tuesday, 13 October 2026. Authorities can be contacted at Waterford Garda Station on 051 305300 or via the Garda Confidential Line on 1800 666 111.
Commissioner Kelly’s comments confirm that despite the charging of two suspects, the investigation into the orchestration and execution of the Birchwood murders continues. Daily Dazzling Dawn understands that forensic financial tracking and communications analysis are central to efforts to link suspected gang leadership to those who carried out the physical attack.
